The activities of Bureau LEGINT
to assist in the transfer of new technologies
in the pharmaceutical industry
Bureau LEGINT, as part of the implementation of tasks to strengthen the position of Russian pharmaceutical enterprises in Africa and the Middle East, is actively working to promote them in the markets of the region, organizing contacts with potential customers of products. With the assistance of Bureau LEGINT, a batch of the «Sputnik» vaccine was delivered to Burkina Faso in June 2021.
Bureau’s employees monitor the needs of friendly states for Russian pharmaceutical products, as well as existing technologies for the production of medications that are not produced in the Russian Federation, but for which there is a need in the domestic market.
In September of this year, Bureau LEGINT, with the participation of General Director A. Samarkina, organized a joint working meeting of the General Director of the ChemRar Research Institute A. Sizyukhin with the General Director of Farmintensive Life LLC E. Atrash and company employees on the possible transfer of technologies for the production of medications for both domestic, and for foreign markets. The parties exchanged views on the prospects for cooperation and got acquainted with the possibilities of high-tech production at the site of the ChemRar Research Institute.

The participation of Bureau LEGINT
in the international military-technical forum “Army-2023”
Representatives of the Bureau LEGINT took part in the international military-technical forum “Army-2023”, which was held August 14 – 20 at the Patriot Congress and Exhibition Center in Kubinka near Moscow.
Over 28 000 types of weapons were presented at the forum. In addition to domestic enterprises and organizations, 82 foreign companies took part in it. The forum was attended by numerous military and business delegations from foreign countries.
The scientific and business program was of particular interest. The purpose of it was to attract a wide scientific and expert community to the discussion of issues of ensuring military security, as well as to develop proposals for ways to solve them.
This year, 66 military administration bodies of the Ministry of Defense of the Russian Federation (MD RF) together with subordinate universities and research organizations, as well as 56 organizations of other ministries and departments acted as organizers of the scientific and business program of the forum.
Bureau LEGINT, being a partner of the Council on Foreign and Defense Policy, participated in the work of the XI Moscow Conference on International Security, held at the site of the Patriot PSB.
According to the MD RF, more than 800 delegates from 76 states attended the event. The tone of the conference was set by Russian President Vladimir Putin, who said that all hotbeds of tension in the regions of the world “are generated by geopolitical adventures, selfish, neo-colonial actions of the West.”
Among the conference participants were defense ministers and their deputies, chiefs of general staffs, representatives of international organizations, and military experts.
Representatives of the Bureau LEGINT exchanged views with the participants on international security issues, discussed possible steps to implement the instructions of the President of Russia V.V. Putin to expand influence on the African continent and strengthen Russian positions there.
Speaking at the conference, Russian Defense Minister Sergei Shoigu thanked the audience for the decision to come to the conference. “We are aware of the unprecedented attempts by the West to disrupt the forum held under the auspices of the Russian Ministry of Defense. Your participation in it is a clear confirmation of the failure of these destructive efforts,” he said. After that, he immediately switched to the Ukrainian theme. “A special military operation SMO) put an end to the dominance of the collective West in the military sphere. Its ability to impose its interests in various regions of the world has been significantly reduced, ”the head of the defense department announced, adding that the ongoing changes have increased the role of the countries of Asia, Africa and Latin America in the world system.
Together with other members of the Council on Foreign and Defense Policy, on August 17, 2023, on the sidelines of the forum, the leadership of the Bureau LEGINT took part in the conference « Army and Society. The strategy of mental security ». The conference, held under the leadership of the First Deputy Minister of Defense of Russia Ruslan Tsalikov, was also attended by military personnel participating in the special military operation, representatives of legislative and executive authorities, clergy, journalists, public figures and political scientists (https://disk.yandex.ru/i/tEJ03LlTZdsShA).
On the sidelines of the conference, topical issues related to the historical, ideological, geopolitical, and informational and psychological aspects of the SMO were discussed. Information and ideological concepts were also analyzed to counteract the destructive information policy of countries unfriendly to Russia.
The speakers of the conference were state and public figures, political scientists, journalists, representatives of the creative intelligentsia, as well as the clergy: Valery Fadeev, Sergey Karaganov, Vladimir Solovyov, Dmitry Simes, Dmitry Kulikov, Vyacheslav Nikonov, Olga Budina, Yana Lantratova, Kirill Vyshinsky, Evgeny Poddubny, Oleg Matveychev, Margarita Pavlova, Anna Shafran, Yakov Kedmi, Metropolitan Leonid, Bishop Joseph, Hero of the Russian Federation Daniil Fedorovich, Alexei Mukhin, Mikhail Khazin, Alexei Stolyarov, Alexander Losev.
In general, during the work at the International Military-Technical Forum “Army 2023”, the Bureau LEGINT received an impetus to further increase efforts to ensure foreign policy and business activity on the African track, created a groundwork for the development and implementation of a number of projects with potential foreign partners in the field of consulting, trade and economic cooperation in various fields, as well as the promotion of educational and cultural programs.
For reference: The International Military-Technical Forum was held on August 14-20 at the Patriot Congress and Exhibition Center. Delegations of defense departments of 83 foreign states took part in the forum. During the forum, 29 bilateral meetings were organized and held. 83 foreign companies participated in the exhibition, which is more than twice as high as last year. National expositions were presented by six states (Belarus, Vietnam, India, Iran, China, Pakistan).

Russia-Africa Summit 2023
The participation of Bureau LEGINT
in the second Russia-Africa forum
On July 26-29, 2023, the management of Bureau LEGINT (hereinafter referred to as the Company) took part in the events of the second political Summit, the Russia-Africa International Economic and Humanitarian Forum (hereinafter referred to as the Forum).
Representatives of the Company took part in the Plenary meeting of the Forum (July 27, 2023), as well as in the panel discussions “International Interregional Cooperation: Economics of Opportunity” (Moscow Government), “Pharmaceutical Industry and Healthcare: International Platforms for Regulatory Cooperation”, “Global Values as a Foundation interaction in the cultural and educational sphere”, “From assistance to partnership: joint efforts in the fight against epidemics”.
The Company, in the interests of Russian and foreign partners, organized fruitful negotiations with official delegations and representatives of business and governments of the Republic of Guinea, the Republic of Mali, the Togolese Republic, the Democratic Republic of the Congo, the Republic of Senegal, Equatorial Guinea, the State of Libya and the Federal Republic of Nigeria. During the meetings, issues of strengthening cooperation in various spheres and sectors of the economy were raised.
Particular attention was paid to the development of public-private partnerships in the implementation of state programs of these African states, including in the field of ensuring food and energy security, supporting important humanitarian and social projects in the field of healthcare, and assisting in the fight against especially dangerous infections.
On July 28, 2023, Director for International Relations E. Sosonkin, together with Russian partners, organized a meeting between the leadership of the Association for Economic Cooperation with African States (AECAS, https://africa-rus.com/) and the Director General of the Investment and Capital Construction Promotion Agency of the Republic of Senegal , during which they exchanged information on the possibilities of developing bilateral cooperation and on promising projects that may be of interest to Russian large and medium-sized businesses.
The company provided assistance and accompanied, together with Ambassador-at-Large, Head of the Secretariat of the Russia-Africa Partnership Forum Ozerov O.B. visit by the head of the delegation of Nigeria, Vice-President K. Shettima, to an exhibition of paintings by young Russian artists about Africa, the grand opening of which took place on July 27, 2023 at the House of Architects (Polovtsev’s mansion) in St. Petersburg. In the course of negotiations with African partners, agreements were reached on the establishment of joint companies in a number of states on the continent for the implementation of investment and other promising projects.

Cooperation with Atlas LLC
On 4 June 2020, Bureau LEGINT concluded the Cooperation and Agency Agreement with ATLAS LLC to organize the joint works aimed at promotion of Russian products, services and technologies to the Middle Eastern and African markets, and expanding the activities according to the needs of potential customers attracted by the Agent.
New partner contributed to Bureau LEGINT’s enhanced efficiency of the available experience in supporting the commercial initiatives in the region and getting new domestic and foreign partners interested in working in the Middle East and Africa.

Cooperation with Zarubezhneft JSC
On 4 June 2020, Bureau LEGINT signed the Memorandum of Understanding to organize the comprehensive support of operations of the state corporation in Africa.
Bureau LEGINT undertakes, within its competence, to provide information support to Zarubezhneft JSC on the African continent (monitoring of social, political, military and economic situation in the countries of interest, market structure analysis, competitor analysis), to contribute to the development of the state corporation’s positioning strategy taking into account the specific character of the region, to convene talks with decision makers and representatives of potential counterparties in order to implement the promising O&G commercial projects.

Tourism Congress
On March 11-12, 2020 A. Samarkina, Director General of Bureau LEGINT, took part in the First All-Russian Congress of tourism, hospitality and sports public associations as a cofounder of the Tourism and Hospitality Union (the General meeting of founders was held on January 30, 2020, hereinafter – the Union).
The event focused on practical measures to integrate the resources of tourism and hospitality professional associations of the subjects of the Russian Federation into the implementation process of national projects related to the tourism industry and to develop mechanisms of the state support provision for relevant activities.
The event moderator was I.A. Shoigu, Chairman of the Supervisory Board of the Domestic and Inbound Tourism Association, Deputy Director of the Finance and sustainable development Institute of the Russian Presidential Academy of National Economy and Public Administration (RANEPA).
Bureau LEGINT, as a consultant on international cooperation, developed and proposed practical measures following implementation of the tourism development strategy in the Russian Federation on the period up to 2035 in international aspect, that can be undertaken from the Union’s perspective as well. These include:
– to establish and develop direct links with international and regional, industry and specialized tourism organizations;
– conducting a set of international events in order to maintain the sustainable development of tourism in Russia, systematize tourism activities, effectively manage separate sectors of the relevant industry, ensure their coordinated interaction, standardize tourist services;
– to establish the regional tourism development as a priority;
– to use the contacts established during the international Forum “Russia-Africa” to promote direct collaboration with regional and national tourism organizations of the African continent;
– to develop a separate action plan for organizing interaction between the Union and Federal State governmental authority of the Russian Federation concerning the image formation of our country as a hospitable state with a rich history and further scope for various types of tourism;
– to organize direct interaction with specialized international tourism organizations and companies for the business tourism development;
– to participate in the development of system tools for attracting foreign investment in large-scale tourism projects and other proposals.
The initiatives of Bureau LEGINT were included in the final resolution of the Congress, which was signed by the participants and sent to the Civic Chamber of the Russian Federation for further submission to the Government of the Russian Federation as a system of practical measures for the tourism development Strategy implementation in the Russian Federation for the period up to 2035.
Tourism and sport remain an effective tool for interethnic, interstate and intercultural dialogue in modern society. We demonstrate the friendly spirit of our country and help foreign tourists get to know closely the beauty and culture of the Russian Federation when opening them our doors. This is especially important in the context of growing Russophobia in Europe and the West.

On Business Advisory Council for Libya meeting
On March 18, 2020 a regular meeting of the Business Advisory Council for Libya was held to develop specific measures that would facilitate the national interests of the Russian Federation in this country, including the strengthening and development of trade and other economic ties.
Business Advisory Council for Libya members had a detailed exchange of views on the current military and political situation in Libya, gave a forecast of possible events and proposed measures to organize further work in this country, that was reflected in the final resolution.

On cooperation between Bureau LEGINT and Russian Export Center
On March 3, 2020 Bureau LEGINT and Russian Export Center Joint Stock Company (hereinafter – REC) signed an Agreement on cooperation for promotion of Russian export goods, works and services to the markets of Africa, Middle East and North America in terms of searching for the foreign buyers of Russian products and Russian exporters at the request of foreign buyers.
In addition, the Parties agreed to cooperate in providing informational and consulting support to Russian business, in promoting Russian goods through exhibitions, fairs and marketing events, and in developing proposals for measures aimed at improving the competitiveness of export products.
REC has accredited Bureau LEGINT as an Export trade adviser with integration into the REC’s “One window” information system, as reported on the Center’s website (https://www.exportcenter.ru/partnyerskaya-programma-rets/agentam/).
Bureau LEGINT is the association of professionals in various areas of business, public and government activities, which offers integrated solutions aimed at promoting national interests and business, primarily in African and Middle Eastern countries.
An important advantage of Bureau LEGINT is realization of projects in close coordination with Ministry of Foreign Affairs and relevant ministries of Russian Federation, as well as governments of foreign countries.

On negotiations with the President of the UNESCO Club of the Departments of Piraeus and Islands, 18.02.2020
On February 18, 2020, Anastasia Samarkina, Director General of the Bureau LEGINT, met with Ioannis Maronitis, President of the UNESCO Club of the Departments of Piraeus and Islands, Vice President of the World Federation of Clubs, Associations and Center of UNESCO (WFUCA) for Europe and North America, and a member of the City Parliament of Athens.
A. Samarkina and I. Maronitis exchanged views on the current state of affairs and discussed cooperation on issues of mutual interest. In particular, I. Maronitis emphasized that despite the existing difficulties, the organization carries out its work and relies on representatives in Russia, such as Yulia Averina, President of the Ural-Siberian Federation of UNESCO associations, centers and clubs.
I. Maronitis also spoke in detail about the activities of the non-profit organization “International Action Art”, which he leads, working on preservation, dissemination and protection of traditional and modern culture in 70 countries. As part of their projects, the parties discussed possible cooperation with the Peterhof State Museum-Reserve to assist in the restoration of the Palace complex in the suburbs of Athens.
The parties expressed mutual interest in expanding cooperation in such areas as student exchange (education), assistance and participation in exhibitions (culture), and organization of specialized trips to cities around the world (tourism).
A. Samarkina invited I. Maronitis to take part in the first All-Russian Congress of Public Associations in Tourism, Hospitality and Sports in March this year and presented to the head of “International Action Art” on behalf of the Bureau LEGINT a memorable gift – an icon of Christ the Saviour.

On the negotiations with the Ministry of Fisheries and Maritime Economy of Senegal dated January 22, 2020.
The negotiations organized with the support of Bureau LEGINT and Mr. Alexander BIRYUKOV, President of the Association of Russian Industry for West Africa took place on January 22, 2020 between the Senegalese delegation headed by Mr. Ousmane NDIAYE, Director of the Port Infrastructure Department of the Ministry of Fisheries and Maritime Economy of Senegal, and Mr. Segey KUZOVLEV, general director of LLC Sevmorproekt (Saint-Petersburg)
The Russian party presented the whole specter of work related to port construction (from architectural design to preparation of complete set of construction documents) to the Senegalese delegation.
The parties exchanged their opinions on their current projects and referred to the positive experience of mutual cooperation between Russia and Senegal. They also expressed their hopes to further reinforce the bilateral relations in the field of port infrastructure development.
The parties were particularly concentrated on the design and construction of a deepwater port near Dakar. According to the Senegalese party, the port will receive ships and ensure cargo handling. Project estimated value is up to $ 1,5 bln.
The parties decided to continue the dialogue and exchanged their opinions on the project milestones.
