On the results of Mexican-Russian
Strategic Planning Forum

On February 6-7, 2019 the Senate of the United Mexican States (hereinafter – Mexico, the States) hosted Mexican-Russian Strategic Planning Forum: “Prospectives for the development of energy industry within the economics of Mexico”. The event was organized by the Committee of Foreign Relations Asia-Pacific-Africa and the Committee for Energy of the Mexican Senate under the auspices of international group PIC and Russian Consulting Bureau “LEGINT”.

Mexican part at the event was represented by senators and members of the Mexican Congress, representatives of Mexican federal authorities, state and private oil and gas companies, social organizations committed to the expansion of cooperation with Russia.

The forum was attended by Deputy Chairman of Foreign Affairs Committee of the Council of Federation of the Federal Assembly of the Russian Federation, special presidential representative of the Russian Federation – Alexander Babakov, Extraordinary and Plenipotentiary Ambassador of Russia in Mexico -Viktor Koronelli. Bureau LEGINT during the lead-time and further at the forum was represented by Director General Ms. Anastasia Samarkina.

Inaugural speech was delivered by Chairwoman of the Committee of Foreign Relations Asia-Pacific-Africa of the Mexican Senate Mrs. Cora Cecilia Pinedo Alonso. In particular, she stressed that the reform of energy sector of economics of the UMS is one of the most important and high-priority objectives of the new Mexican government. Activities in this field allow for implementation of a range of interconnected infrastructural projects in various regions of the country and call for efficient joint work of public agencies, authorities of the states, large businesses actively powered by foreign counterparts, and in the first place by the Russian Federation. Mrs. Pinedo expressed her deepest belief that participation of Moscow and the representatives of business establishment of our country will contribute to implementation of the most important and mutually beneficial projects in the field of energy provided that investment prospects are backed by state guarantees and high recoupment. The Mexican Senator called the participants for efficient joint work which meets the national interests of the Forum participating countries.

Senator A. Babakov disclosed the interest of the Russian Federation in the discussions of the Road-Map of our country’s participation in the reform of the energy sector of the Mexican economy and in re-launching of the work of the Permanent Intergovernmental Commission. He mentioned the long-standing history of relationships between Moscow and Mexico stating the importance of further strengthening of mutually beneficial bilateral and multilateral contacts, without limitation to large-scale infrastructural projects of strategic significance.

Director General of Bureau LEGINT Ms. Samarkina drawing the public attention to the importance of the event aimed at developing bilateral trading and economic relations singled out key factors providing grounds for the implementation of mutually beneficial projects. Firstly, the existing traditionally friendly and partner bilateral relations between Russia and Mexico. Secondly, demand of Mexico for the development of energy sector and high determination of the new Mexican government to attract reliable Russian companies to this work. Thirdly, the Russian Federation possesses all the required experience and resource to meet the demands of Mexican consumers as a whole, starting from LNG deliveries and ending with power supply to national grids, including construction of heat and hydro power stations. Fourthly, the existing cooperation between Bureau LEGINT and international company PIC has all the necessary capabilities enabling them to coordinate works on database creation to meet the demands of Mexican economy in the field of energy by way of attracting Russian businesses and investments for the implementation of the national projects.

Russian delegation presented to Senators and Members of Congress opportunities provided by large companies which had been preliminary discussed in Moscow at the joint working meeting between PIC company President and Director General of Bureau LEGINT and discussed with Mexican partners areas of further cooperation. The attention was drew to the necessity to conduct detailed negotiations over financing of the proposed projects, including provision of Mexico’s sovereign state guarantees.

President of the Mexican Senate Marti Guadarrama received Russian delegation and assured of the Mexico commitment, especially the commitment of Mexican power sector to cooperate with Russia and Russian businesses, which will for sure allow to receive new technologies, experience and finally get high-quality objects of infrastructure. Speaker for the Mexican Senate stated the readiness for taking practical steps towards the improvement of Mexican-Russian inter-parliamentary relations.

Strategic Planning Forum resulted in the statements made by the Parties and expressing their interest in joint work over the development of the country’s power sector. International Group PIC and Bureau LEGINT under the auspices and with the support of Senator C. Pinedo signed Minutes of the Meeting and «Road-Map» for cooperation in energy field which attracts Russian businesses to the implementation of large-scale infrastructural projects in Mexico within the framework of the implemented by the Mexican Government reform of the mentioned sector of economics.
